District Relationships refer to to the districts that one district like or dislikes. For example, Neon East likes The Foundry, Kicktail Park, and Cozmo Street, but dislikes Central Station. Not all districts will share the same likes (e.g. Neon East likes Cozmo Street and The Foundry but Cozmo Street dislikes Kicktail Park).
